FY25 COPS Office School Violence
Prevention Program (SVPP)
The Office of Community Oriented Policing Services (COPS Office) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing by the nation’s state, local, territorial, and tribal law enforcement agencies through information and grant resources. To date, the COPS Office has been appropriated more than $21 billion to advance community policing, including grants awarded to more than 13,000 state, local, territorial, and tribal law enforcement agencies to fund the hiring and redeployment of nearly 140,000 officers.
The FY25 School Violence Prevention Program (SVPP) provides funding directly to states, units of local government, Indian tribes, and their public agencies to improve security at schools and on school grounds in the recipient’s jurisdiction through evidence-based school safety programs. The COPS Office anticipates that up to $73,000,000 will be available for up to $500,000 per award, with approximately 200 awards anticipated.

Allowable Costs – Fundable Requests
Applicants may request allowable improvements for which they have a demonstrated financial need that support a comprehensive approach to preventing school violence and are individualized to the needs of each impacted school. To the maximum practicable extent, all equipment and products purchased with these funds must be American-made.
All school safety equipment and technology implementation should be compliant with all applicable codes, including the building and life safety codes.
Equipment/technology Equipment is defined as tangible, nonexpendable personal property, including exempt property, having a useful life of more than one year and an acquisition cost of $10,000 or more per unit.
All equipment and technology items must be clearly linked to the enhancement or implementation of the SVPP project. Examples of such items may include the following:
- Entry Control Equipment
- Door locking mechanisms/access control doors
- School site alarm and protection systems - Motion detectors
- Communication technology
- Emergency call boxes
- Panic and immediate alarm notification systems
- Two-way radios
- Emergency alerts - Automated text messages or email
- Identification technology - ID scanning devices (and accompanying equipment)
- Security cameras and/or systems (and accompanying equipment)
